Member of the Jamaica Labour Party (JLP) debating team, Matthew Samuda has declared that a new JLP-led government would ensure that all urban planning for the country’s town centres will contemplate the establishment of entertainment zones.
Samuda was responding to a question based on what strategy the party would implement to balance the hosting of large-scale entertainment events and the disruptions they cause to motorists and citizens.
“It’s no secret that urban planning was lacking for the last 50 years. It’s no secret that the heartbeat of Jamaica has been its cultural and entertainment industries. It’s no secret that under the leadership of Olivia ‘Babsy’ Grange, Jamaica has grown from strength to strength in harnessing the power of these awesome industries,” Samuda explained.
“In the next term of government, the JLP will ensure that all urban planning for our town centres contemplates and plans for entertainment zones. We have also moved rapidly to ensure we have reserved space for 24-hour event zones, but that is but one part of the parcel,” he added.
The next component, said the Cabinet Minister, is how the human capital is encouraged, pointing to the JLP establishing a pension scheme for the island’s entertainers.

We spent August 13, 2025 touring several areas in the North Eastern St. Ann’s Bay area. Our first stop was Walkerswood to Breadnut Hill Pipeline Upgrading Project with $125million invested, this project is set to bring reliable, daily water supply to over 700 households across St. Ann from Walkserswood to Upper Breadnut Hill, upgraded pipelines, new pumps, and modern infrastructure will finally end years of intermittent service, fueling both homes and economic growth.
Stop 3 – Shaw Park Heights (Line Bottom) Water Supply Project – for years, residents here faced low pressure, billing disputes, and unreliable access. Now, with approximately J$35 million invested in 2 KM of new pipelines and 250 direct connections, a reliable water supply is finally on the way !
Stop 4- The Davis Town Water Project is flowing into action! With an investment of J$65 million, this six-month project will see the installation of a 10,000 – gallon tank, relift station and 1.5 KM of pipeline. Once complete, water can be pumped to the highest point of the community during low-peak hours and gravity-fed to over 250 residents who have waited years for this day. Land clearing has been done, pipework is procured , and soon, Davis Town will see reliable water supply !
The Final stop – Drax Hall to Llandoverly Pipeline Project is J$370 million investment delivers an additional 2 million gallons of water daily to boost supply for St. Ann’s Bay, Priory, Plantation Cove, Paradisiac and surrounding communities. A stronger and more reliable water system for residents and the tourism sector along Jamaica’s North Coast is now flowing.
